Rwanda Health Informatics Alliance (RHIA)
The Rwanda Health Informatics Alliance (RHIA) is a national, multi-stakeholder professional body advancing Rwanda’s healthcare transformation through digital innovation, health informatics, and data-driven decision-making.
We connect health professionals, data scientists, innovators, researchers, and policymakers to strengthen Rwanda’s health system through the responsible use of technology and health data, ensuring that care is efficient, equitable, and evidence-based. RHIA operates in alignment with Rwanda’s Health Sector Strategic Plan V, Smart Rwanda Master Plan, and the vision of Universal Health Coverage (UHC).

Who we are
The Rwanda Health Informatics Alliance (RHIA) is a non-governmental, non-profit professional association established in 2023 to unite clinicians, data scientists, technologists, researchers, and health sector leaders working at the intersection of health and technology. RHIA provides a collaborative platform dedicated to advancing digital health, health informatics, and data governance across Rwanda.
We focus on improving data quality, promoting system interoperability, strengthening workforce capacity, and ensuring the responsible and ethical use of health information.
What We Do
RHIA supports the design and evaluation of interoperable, standards-based digital health systems using OpenHIE, HL7, and FHIR architectures. The Alliance also strengthens Rwanda’s digital health workforce through its forthcoming Digital Health Academy, offering courses on Health Informatics, Data Privacy, AI for Health, and Interoperability (inspired by DevPlug Academy).
RHIA promotes ethical, secure, and inclusive digital health practices and advocates for Health Data Governance, AI Ethics, and Digital Health Regulation. In 2024, RHIA co-led the Model Law on Health Data Governance Pilot, identifying gaps in consent, access, and interoperability.
